In a small mixing bowl, combine the vinegar, soy sauce, and sugar. Mix until the sugar is completely dissolved. Add in the garlic, onions, pepper and chilies. Add as much chilies as you want to achieve desired level of spiciness.
Let the spices infuse the sauce and let it sit for 10 minutes before serving.
Transfer in a sauce dish and enjoy your dipping sauce with grilled pork or chicken and over rice.
